Scanlon Station is the diplomatic center of the Greater Galaxy.
Located in neutral space close to the Galactic Center, all Empires are given a section of the station to call home. These Embassies house the lead Ambassador of each Empire who attend a council to decided the going ons of the Greater Galaxy. Peace talks, trade agreements, trade sanctions, assistance, what have you, are all frequent discussions.
The station itself is massive, equal to the size of a small planet. It orbits an orange star that has no planets of it's own, creating an artificial system.
The Commander of the station is voted on by the embassadors and runs the day to day tasks necessary. The Commander can be replaced by the Council at any time they deem him/her unworthy of the task at hand.
The Council Chamber is massive and shaped like a sporting event stadium. Instead of single seats each Empire has a balcony like seating box that the Embassador sits with his/her advisers. When speaking to the Council they walk to the front of their box and are then holographically projected to the center of the 'stadium' several times larger then life.
The station is filled with personal there to make sure the station runs smoothly, and their families. In turn the station has everything any city would, even jobs that have nothing anymore to do with the Ambassadors or the Council.
The Trade Union is headquartered on a 'moon' of the Scanlon Station and it's leaders frequently deal with the Ambassadors to set up shipping agreements and sit as witness at trade negotiations.
