Sib'yls are the Watchers subordinates. Regular sentients chosen by the Watcher to be their right hands, or agents sent out to do investigative works. They are 'invested' with the Watchers special skills and abilities that they need to complete any task the Watcher sets them too.
The Watcher imparts a portion of their powers onto their agents, their Sib'yls (sib - el). This is in the form of temporary, or enhanced psionic abilites, physical prowess, strength or more. The more important or dangerous a mission, the more power they give to their Sib'yl. However, that comes with a price. The more power they give, the weaker they become when the power drains out. These powers are only temporary at best and used only in the direst of situations. Because of this Watchers tend to send their Sib'yls out in groups, where each one has a small portion of their powers, yet each ones power is different. A group of Sib'yls is known as a Cabal, or a Watcher's Cabal. The name normally strikes fear into anyone or Empire in the Galaxy that is doing anything even remotely against the codes of the Watchers.
Sib'yls are usually sent out to infiltrate rogue empires, pirate groups, and the worse criminal gangs. Any organization of group that posses a threat to the Greater Galaxy and/or the Watchers. Because of this the agents often work with the IGP when dealing with criminal groups. Sib'yls have also been known to infiltrate and sabotage minor and major Empires that are trying to find the Watchers home-world.
The Sib'yls are made up of every known sentient life form in the Greater Galaxy and as it turns out some that where not known. They are stationed at a 'moon' of the Scanlon Station and dispatched from there. Still, even with their close workings with the Watchers, they still do not know what the Watchers look like, or where their home-world is. Even if they did, Sib'yli are loyal to the core and have died before giving up even the least sensitive bits of information about the Watchers.
The relationship of the Sib'yls and the IGP is a strained cooperative one at best. Officers of the IGP do not trust the Sib'yls, but see them as a necessary evil to catch the greater threats to the Galaxy. The IGP believe the Sib'yls to be overkill and a possible threat themselves. Empires using the Watchers Hyper-Gates are under jurisdiction of the Sib'yls and as the Watchers see it so are anyone else even trying to make or use a Hyper-Gate.
There is no uniform for a Sib'yls. They tend to where whatever makes them comfortable. Some Watchers to prefer their Sib'yls to where similar clothing, but most do not require it.
Playing a member of the Sib'yls

If a Sib'yls is given great power and uses it all at once it could in fact kill the agent. Not even the Sib'yls know where the power comes from or why it acts the way it does. God-modding or power-playing will be dealt with harshly if playing a Sib'yls. Use common sense and don't get all cliche' with them. Even with this power there has to be a weakness, something that makes them more real and not some superman/woman.
